ACTION TRACKS

Echoing the five identified challenges , here are around thirty areas that I intend to refine with stakeholders in the field, then retain only ambitious but feasible projects, and then submit action proposals to the MRC Council and higher authorities.

Ancre Social

Social

  • Equip ourselves with an infrastructure for receiving and treating medical emergencies, including in-depth knowledge of gerontology, so that no citizen in the MRC territory is more than 30 minutes from the emergency room.

  • Include an economic dimension in the support offered to seniors so that our businesses benefit from their know-how and interpersonal skills.

  • Coordinate all crisis management across the MRC in the event of a social or ecological disaster, integrating fire protection and police services.

  • Initiate a solidarity grocery project combined with essential agriculture where less fortunate customers would benefit from discounts.

  • Encourage the Laurentides School Services Centre to modernize the Auguste-Norbert-Morin high school, or even rebuild it.

  • Better serve the region by public transport, particularly for the population with reduced autonomy and poorer households, through shared taxis and the co-use of "yellow buses".

  • Establish a network of "sentinels" made up of residences and businesses where people in trouble, or even in danger, can find refuge and assistance.

Economy

  • Create the Eco2 park (for Economy and Environment) where laboratories, research centers and start-ups of sustainable and non-polluting products and services would be concentrated.

  • With the chambers of commerce, lead a local purchasing campaign and investigate the benefits of creating a blockchain, a type of exchange currency across the Laurentians.

  • Reintroduce agricultural activity by inventorying the possibilities of certain socially acceptable livestock farming: maple syrup production, boreal gastronomy, horticulture, greenhouses.

  • Become a partner of the Living Lab Laurentides with the aim of accelerating the transformation of the Laurentians tourism industry to provide concrete solutions to climate change and the fight against GHG emissions.

  • Inventory by referendum the missing businesses in each village center and mandate the MRC economic development service to proactively fill these needs.

Environment

  • Revisit the climate plan using a so-called precautionary approach, where the worst is considered in terms of risks of flooding, landslides, landslides, ice storms and, above all, forest fires.

  • Work to ensure that the local forest, whether public or private, is exploited sustainably by being FSC certified, which will preserve biodiversity and the quality of life of populations and workers.

  • Make the Rivière-du-Nord swimmable throughout the territory.

  • Popularize training and activities on nature tracking in order to promote cohabitation with the region's wildlife.

  • Include forests, rivers and wetlands as "natural assets" in the MRC's financial statements as high-value infrastructure that provides services and therefore must be protected.

  • Become a conservation ambassador and assume leadership of the Eco-connected Municipality program of the Éco-corridors laurentiens organization.

Housing

  • Benefit from the CMHC's Rapid Affordable Housing Fund to build low-cost rental apartments and single rooms for the most disadvantaged in our region.

  • Bring all municipalities to apply the most recent version of the Construction Code, resulting from the 2020 National Building Code, in order to make life easier for contractors and encourage the construction of more efficient and less expensive buildings to maintain.

  • Support the creation of a construction materials reuse center to reduce waste, the clutter of eco-centers and participate in a more circular economy.

  • Support developers who are faced with contaminated land that is hindering the densification of urban areas.

Culture

  • Créer un fonds récurrent de soutien aux médias régionaux afin de garder vivante et indépendante leur mission d’informer. 

  • Accompagner le Festival des arts de Saint-Sauveur vers de nouveaux sommets internationaux pour ses 35 ans de fondation.

  • Créer le Musée des Pays-d’en-Haut avec un circuit décentralisé traitant de l’histoire et du patrimoine de tout le territoire, utilisant les plus récentes technologies de démonstration.

  • Proposer un jumelage avec le canton suisse francophone de Vaud connu pour son ski et son "Musée du Pays d'Enhaut".

  • Soutenir la fondation d’un club de course à pied accrédité par la Fédération québécoise d’athlétisme et créer une compétition internationale en sentier.

  • Démarcher pour l’organisation d’une manifestation internationale en ski de randonnée.

Others

  • Review the lowest bidder rule in the awarding of public contracts in order to systematically integrate, in addition to price, characteristics such as the durability of materials, risks associated with climate change and the local/regional portion of the services.

  • Make an effort to popularize and disseminate the holding of deliberative assemblies and, above all, to the preliminary reflection work in order to promote knowledge of the role of the MRC and support for the decisions taken.

  • Rename the “Territorial and Recreational Development Service” to include the notion of culture.

  • Redefine specific rules for teleworking and professional services offered at home in order to distinguish them from businesses due to the fact that they do not have the same needs in terms of neighborhood, parking, consumption of municipal services, traffic on public roads, etc.

  • Include the Climate Change Adaptation Expert Group (GEA) created by the Quebec government in the work of developing and implementing the next Land Use and Development Plan.
